The Personal Service Agreement (often referred to as a PSA or Form CO-802A ) is a contract for professional or technical services between the University and individuals, partnerships or corporations. These contractors are not employees of the State, but are hired for a fee to provide services that are infrequent and unique, and primarily noncompetitive in nature.

A Purchase Order is the correct instrument to pay for consulting services that are routine vendor-type services.  A Purchase Order needs to be used for all services that require competitive bids.

If you are contracting with an "International Visitor" please call Accounts Payable @ 486-4137 to determine what documentation must be completed prior to beginning the PSA process.

Using "Foundation Funds" to pay your PSA? University accounts must be used and then reimbursed by Foundation Funds.  Foundation funds cannot pay a PSA contractor directly on the University's behalf. Foundation questions call 486-2006.

EFFECTIVE JANUARY 1, 2010 SUBMIT PSA'S TO LESLIE LANGWORTHY AT UNIT 6076.

 

1. Complete a PSA with the PSA Tool. 

It is recommended that all draft PSAs be reviewed by Leslie Langworthy prior to submission to the contractor for signature. 

UConn shall assume no liability for payment of services until the contractor is notified that the PSA has been accepted by UConn and, if applicable, the Attorney General.

5. NONDISCRIMINATION CERTIFICATION

Nondiscrimination Certification should be ďadopted prior to and signed simultaneously with date of contract execution"!

6. Sole Source Justification Form (effective 01/01/10) for PSA's valued at $10,000.00 or more.

7.PSA Justification Form for PSA's valued under $10,000.00.

REMINDER! When writing a description of service do not use the word "assist" (e.g. contractor to 'assist' the University); please use "collaborate" and the provide the scope of the contractor's responsibilities clearly.
